Solar Power I think that former Germany is a good place to have solar farms because even though it get very cold the sky is clear most of the time and there is lots of space to build very large solar farms for buildings. My solar farms will be back ups if owned solar panels are damaged or just cant produce enough energy to power the house. The city will have one large solar farm that can power 1500-2400 houses and maybe a couple smaller solar farms just in case one large farm is not enough. Each house will have a Power Wall(Tesla home battery) to store energy for use during times when there is little sun like morning and evening.

Geothermal Energy Geothermal energy would be useful because there are many mining facilitates in Germany that go deep within the crust where you can draw geothermal energy from increasing heat as you move towards the core. It is possible to use geothermal heat from the three dormant volcanoes that lie in Germany. These volcanoes are a possible source of energy that could be very effective and clean for the environment. Hot springs would be another energy source for buildings and would also have a heat source under them that would generate energy for the city and factory's outside of the city.

Modern Wind Turbines Modern wind turbines are a very efficient way to create energy and Modern Wind Turbines can actually slow down the winds of a storm so that would make them very useful because there is a large amount of storms that happen in Germany and some winds can tear apart houses so a device that can slow those winds and create energy is very useful.
